Given that most research projects will not have the funding or time to involve all stakeholders who have been identified as potential contributors, what criteria are useful for selecting those to be invited to participate? How can those identified be assessed against the criteria?
Four criteria for selecting stakeholders are:
their legitimacy
their real and potential power
the urgency they assign to the problem
practical considerations.
Legitimacy
Legitimacy can usefully be examined along the following four dimensions:
How can all those who have something relevant to contribute to a research project be identified? In particular, how can we find those who, through their experience of being affected by or dealing with a problem, can provide:
a more comprehensive understanding of the problem
ideas about ways to address the problem
insights into how the research can best support policy and practice change on the problem in government, business and civil society?
A wide-ranging and inclusive initial process of identifying stakeholders ensures that key individuals and groups are not missed and that the broadest range of knowledge and perspectives is found, for both understanding and acting on the problem.
Post-normal science comes into play for decision-making on policy issues where facts are uncertain, values in dispute, stakes high and decisions urgent.
A good example of a problem requiring post-normal science is the actions that need to be taken to mitigate the effects of sea level rise consequent on global climate change. All the causal elements are uncertain in the extreme, at stake is much of the built environment and the settlement patterns of people, what to save and what to sacrifice is in dispute, and the window for decision-making is shrinking. The COVID-19 pandemic is another instance of a post-normal science problem. The behaviour of the current and emerging variants of the virus is uncertain, the values of socially intrusive remedies are in dispute, and obviously stakes are high and decisions urgent.
In such contexts of policy making, normal science (in the Kuhnian sense, see Kuhn 1962) is still necessary, but no longer sufficient.
Do researchers who want to engage with stakeholders need a basic set of skills? Can we define a skillset that will work for many problems and in a variety of contexts?
My starting point for this primer is that the answer to both questions is “yes” and I have set out to provide those basics in nine easy-to-read blog posts. The tenth blog post in the series sketches out selected additional “advanced” skills; these need more interpersonal competences, experience, and knowledge.
The advantages of using a blog over other forms of communication are that it provides a vehicle for input and feedback, as well as being widely accessible.
How does the provision of new technology, infrastructure or community institutions interact with the social setting, especially at the village community level in developing countries? How does this interaction determine the sorts of changes that are experienced? Given this interconnection between the technical and social worlds, what are the implications for the design and implementation of interventions? And what does this more holistic perspective suggest that implementing agencies should be considering and advocating for alongside their on-the-ground activities?
Three lessons for project design and implementation
1. Design the interventions with the village community
Any technological change, such as the introduction of new infrastructure or technologies, will have an impact that emerges from the interaction between that technology and the social, cultural and institutional systems in the community.
How can universities leverage students’ perspectives to create pathways towards lasting organisational change in higher education? How can we conceptualise institutional impact and outcomes of transdisciplinary student-staff partnerships?
Why student-staff partnerships?
Student-staff partnerships is an emerging approach to collaboration between students and staff members to create more egalitarian learning cultures in universities. Through partnerships, students are typically engaged in co-creating aspects of curriculum and student-facing university initiatives (such as service design), acknowledging students as having authority in their learning experience.
The Partnership Outcome Spaces framework
We adopted and extended the Transdisciplinary Outcome Spaces model described by Mitchell and colleagues (see also Mitchell et al., 2015) to develop a Partnership Outcome Spaces framework which enabled us to reconceptualise the purpose, scale and impact of process-oriented student-staff partnerships.
How can services that are provided to citizens be overhauled so that they will survive, be competitive and be fair (eg., accessible to all)? Is there a systematic way in which shared value can be created? By shared value we mean combining social and environmental interests with corporate interests.
We have developed a methodology that we call “System redesign toward creating shared value” or SYRCS. It comprises 4 stages, shown in the figure below. They are:
How can local knowledge be effectively and fairly incorporated in transdisciplinary projects? How can such projects avoid “knowledge mining” and “knowledge appropriation” that recognize marginalized knowledge only where it is convenient for dominant actors and their goals? In addition, how can knowledge integration programs avoid being naive or even harmful by forcing Indigenous people into regimes of knowledge production that continue to be dominated by the perspectives of external researchers?
On the other hand, how can transdisciplinary projects avoid an exclusive focus on difference that risks creating an artificial divide between Indigenous/local and scientific knowledge and that contributes to further marginalization by denying the very possibility of meaningful dialogue?
How can marginalised knowledge systems really make themselves heard in collaborative research? What’s needed for research decolonisation to properly recognise Indigenous and local knowledge? How can power imbalances be bridged to ensure that everyone has an equal voice?
We describe the “circle of dialogue wisdom” as a methodological framework to reconceptualise participation, empowerment and collaboration.The framework has 6 phases, which should be seen as spiral and iterative rather than linear.
What is an effective way of providing students with practical experience in stakeholder engagement? How can students learn to communicate and engage with community members on a transdisciplinary project, as well as how to create a space for those community members to reflect on their daily lives through interactions and discussions with the student outsiders? What makes it possible for students to broaden their horizons and to acquire new competences and skills?
We present our reflections on how the Winter School 2020 “Science meets Practice” run by ETH Zürich successfully contributed to our transdisciplinary learning process. We suggest there are six key lessons for those who want to design a successful course.
Lesson 1: A diverse and motivated group
A key element in fostering the transdisciplinary learning process was the diversity of the participant cohort.
What do we mean by “scaffolding” and how is it used in transdisciplinary research?
Scaffolding is a metaphor transferred from building construction and used in pedagogy and teaching methods since the 1970s to assist learning processes. This metaphor has also been applied to multi-stakeholder processes that require collective decision making about complex societal challenges including conflictual situations. In this context scaffolding is used in deliberative processes, identifying those constituents that require facilitation, and selecting the appropriate methods and tools to achieve desired outcomes.
Scaffolding is increasingly recognized as necessary to assist bridge building between people, especially in transdisciplinary research and project implementation about complex situations and persistent problems that have no simple solutions.
What do we mean by co-labouring? What practices does it involve? How can it enhance interactions among researchers and key stakeholders in transdisciplinary research?
Defining co-labouring
Choosing the notion of ‘co-labouring’ in our transdisciplinary project stems from an awareness that creating alternative perspectives, eg., on sustainable futures for mining, is a complex endeavor. Ideas of researchers wanting to give voice to unheard groups at the margin are too often based on simple models of translation. These assumptions underestimate what gets lost in translation, or the gaps in understandings between different groups of stakeholders.
Inspired by the work of Marisol de la Cadena (2015), we consider co-labouring to be the hard work needed when partners engage in conversations, defined as processes of (re)interpretations.
