How, as an early career researcher, can you get started in developing a working relationship with government policy makers? What do you need to be prepared for? What benefits can you expect?

Here I present five lessons from my first self-initiated engagement with policymakers. I am a computer modeller exploring the links between water-quality, climate and health. As such, my research sits at the crossroads of environmental science and public health. At the end of 2018, I decided to present some of my work to the Australian Capital Territory Environment, Planning and Sustainable Development Directorate.

My anticipated outcomes from this presentation were to start a conversation around water and health in the Australian Capital Territory and to leave the meeting with new insights. I also learnt the following lessons:

What is co-innovation and how can it be applied in practice in a research project?

Co-innovation is the process of jointly developing new or different solutions to a complex problem through multi-participant research processes – and keeping these processes alive throughout the research.

Our experience has been applying co-innovation as a research approach to address complex problems in an agricultural context, however, the principles apply well beyond agriculture.

Co-innovation is most suited to hard-to-solve technical, social, cultural and economic challenges. Such challenges have no obvious cause and effect relationships, as well as many different players with a stake in the research problem and solution. These include policy makers, industry, community members, first nations representatives and others who are involved in the research as partners and stakeholders.

Being clear about the policy issue, theme or process you want to change is the first step to effective policy influencing. Are you looking to influence legislation, or a change in government policy? You might want to encourage greater investment in a certain programme or approach, or a change in practice. You might want to influence perceptions or attitudes, or the language people use around an issue.

Building a research impact culture

What sort of research culture underpins effective research impact on policy and practice change?

As part of a research program on inclusive economic growth in low-income countries, we commissioned four case studies to help understand how researchers had engaged with policymakers and practitioners and what happened as a result. We were particularly interested to understand whether specific types of knowledge activity (simply providing the information, translating knowledge, brokering it within the policy environment, or facilitating innovative approaches to engagement) led to different types of impact.

We found no clear links between the type of knowledge activity and type of impact.

How can researchers and policy makers work together to foster more systematic uptake of research in policy making?

In a series of workshops at the European Commission Joint Research Centre’s Evidence and Policy Summer School on migration and demography, participants identified some of the most critical stages where scientists and policymakers interact: problem definition, research process, and communication of results. We then built up a bank of practical ideas and suggestions for each stage. Although the focus of the workshops was on migration and demography, our suggestions have broader relevance.

My colleagues and I have developed a system with two components: (1) noting engagement and impact soon after they occur and (2) recording them in a way that enables the information to be extracted for whatever purpose is required. Why do familiar metrics of impact often seem “thin” or to miss the point of research designed to address real-world problems? Is there a better way to measure the social impact of research?

In a recent paper (Hicks et al., 2018), my coauthors and I identified a key limitation with current metrics and started to look at how concepts from philosophy — specifically, ethics — can help us explain the goals of our research, and potentially lead to better metrics.

Six promising strategies emerged from a rapid review of the literature (Campbell and Moore 2018). Although our focus was on health policies, the findings are likely to be more broadly applicable. An important caveat is that the number of studies to investigate these issues is small and most are descriptive rather than testing strategies.

Want to reduce the likelihood that your research will produce policy and practice change? Here are 12 anti-rules to prevent research translation.

Anti-rule #1: ONLY FOCUS ON YOUR PART OF THE PROBLEM. Avoid seeing the problem as a whole to limit the intervention possibilities. Acknowledge the translational “gap” but be ambivalent about who owns it. Contest it with others and perpetuate confusion with a range of definitions for what research translation means.

Anti-rule #2: CLOSE OFF THE FLOW OF INFORMATION AND KNOWLEDGE. Keep a tight lid on who is involved and what knowledge is seen to be relevant. Do not share your data or allow access to your sources of data. Minimise the rate of data exchange within and among various research and non-research partners.

Maximizing use of research evidence – how can funders help?

What is the role of funders in maximizing the use of research evidence?

The Michael Smith Foundation for Health Research is actively considering this question. An important influence on the Foundation’s thinking is the 2014 Lancet special issue Research: Increasing Value, Reducing Waste, which explores roles for funders, regulators, journals, academic institutions and researchers. Funders have a part to play in each of the five recommendations made in the special issue and these are reviewed first. Also examined is an additional area where funders have a role, namely creating the conditions for effective knowledge translation.
