What sort of research culture underpins effective research impact on policy and practice change?

As part of a research program on inclusive economic growth in low-income countries, we commissioned four case studies to help understand how researchers had engaged with policymakers and practitioners and what happened as a result. We were particularly interested to understand whether specific types of knowledge activity (simply providing the information, translating knowledge, brokering it within the policy environment, or facilitating innovative approaches to engagement) led to different types of impact.

We found no clear links between the type of knowledge activity and type of impact. Instead, five cross-cutting issues emerged that we think speak more to how getting the research culture right can foster different and sometimes unexpected types of impact. Continue reading

By examining the role of policy entrepreneurs we may come closer to an answer. In making policy change happen, what – and who – are policy entrepreneurs? Why are they important? How can service designers improve implementation of their projects and overcome resistance to change?

According to the Service Design Network, “Service design is the activity of planning and organizing people, infrastructure, communication and material components of a service to improve its quality and the interaction between the service provider and its customers. The purpose of service design methodologies is to design according to the needs of customers or participants, so that the service is user-friendly, competitive and relevant.”

Although service designers have hundreds of methods to map the current state of a service, to elicit requirements from stakeholders and to propose new processes for services, they often spend little effort on implementing the ideas they generate. Many service designers ignore the implementation challenges they will face, especially resistance to change. Continue reading

Policy problems are complex and – while sometimes simple solutions can work – complexity tools and complexity thinking have a major part to play in planning effective policy responses. What is ‘complexity’ and what does ‘complexity science’ do? How can agent-based modelling help address the complexity of environment and development policy issues?
